Why
don’t we change the misleading name of c as "the speed of light" to
another meaningful name like "the maximum universal speed"?

Beacause c
is noticia the “maximum universal speed” but the speed of light in the
vacuum. It happens that this speed, according to the genereral theory of
relativity, is the maximum absolute speed. C is the speed of light, and according with a theory widely accepted today, this is the maximum absolute speed.

This
condition can be there if the body is made up of large number of
randomly moving particles, such as a gas. The total momentum of these
internal motions is zero, but total kinetic energy is not zero. The body
as a whole is at rest.
